Since January More than 20 persons with Chinese passports have been arrested for kidnapping.

According to the offenses of the Philippines Revised Penal Code against the Liberty Chapter, “the penalty shall be death where the kidnapping or detention was committed for the purpose of recovering the ransom from the victim or any other person.”
